SERC and CT PIRC are seeking submission of written proposals, on a competitive basis, from qualified organizations to conduct parent leadership training using one or more parent leadership training model curriculums such as The Parent Leadership Training Institute (PLTI), Parents Supporting Educational Excellence (Parents SEE), People Empowering People (PEP) and Voices for Families. The ultimate goal is to train parents, grandparents, foster parents, and others to become skilled advocates and strong voices for children at the local, state, or national level. Applicants must meet all requirements of the parent leadership training curriculum prior to submission.

Funding for the Parent Trust Fund is authorized by the Connecticut General Assembly and appropriated to the Connecticut State Department of Education (CSDE). Additional funding from the William Caspar Graustein Memorial Fund supports the Parent Trust Fund Grant. Grant administration is provided by the State Education Resource Center/CT Parent Information and Resource Center (SERC/CT PIRC).
The Parent Trust Fund is a Connecticut family civics initiative established through legislation passed in 2001. It supports parent engagement and leadership training to improve the health, safety, and education of children across Connecticut.
The State Education Resource Center/CT Parent Information and Resource Center (SERC/CT PIRC) has administered the Parent Trust Fund through its partnership with CSDE and in collaboration with the Parent Trust Fund Collaborative Management Team (CMT) since 2010. The CMT is a public-private partnership that includes representatives from the Connecticut Center for School Change, the Connecticut Commission on Children, the Connecticut State Department of Education, Real Dads Forever (Manchester), SERC/CT PIRC, the William Caspar Graustein Memorial Fund, and the University of Connecticut Department of Extension.
SERC/CT PIRC, in collaboration with the Collaborative Management Team of the Parent Trust Fund, reserves the right to determine how funds will be distributed. The location of the training, the service area, the collaboration among community partners, the level of matching funds, the plans for sustainability, and the target population will be taken into consideration in awarding funding.
SERC, authorized under C.G.S. Section 10-4q, C.G.S. Section10-76n, and Public Act No. 13-286, was established by the Connecticut State Board of Education in 1969. The CT PIRC was established at SERC through a federal grant from the U.S. Department of Education in 2006 pursuant to Section 5563 of the Elementary and Secondary Education Act (ESEA).
SERC provides training, technical assistance, professional development and information dissemination on the latest education research and best practices to educators, service providers, and families/community members throughout the state. CT PIRC serves as an educational resource to all Connecticut families. CT PIRC also provides statewide technical support to families, community and faith-based organizations, and educators on school-family-community partnerships.
