CT PIRC is guided by the belief that families from ALL races and ALL cultures have strengths and can play a critical role in their children's educational success. CT PIRC has been recognized as a statewide leader in leveraging parent engagement efforts, providing resources and services to anyone who has a stake and/or a role in children's educational success. It is committed to partnering and collaborating with the Connecticut State Department of Education (CSDE), local education agencies, community and faith-based organizations, colleges and universities, and others to help ensure that families of all backgrounds have a voice in Connecticut education that is sought, respected, and valued.

To achieve this vision, CT PIRC partners with families and school districts to ensure that:

1families have access to all educational reform decisions that affect their children's success;
2families become collaborative partners within the decision-making process; and
3educational systems acknowledge the valuable contributions made by families.

CT PIRC helps districts adopt a training curriculum from the national School-Family-Community Partnerships (SFCP) Project combined with a conceptual approach that fosters:

  • culturally reciprocal relationships;
  • reconciliation and responsibility;
  • parental leadership; and
  • active engagement and decision making in the families' own communities.
CT PIRC is based in Middletown at the State Education Resource Center (SERC) and includes a highly skilled and trained staff who are racially, culturally, and linguistically diverse. In addition to on-site technical assistance, CT PIRC provides training and workshops, a families' collection in the SERC Library, a toll-free line, a Web site, and statewide dissemination of family-friendly information about family learning, literacy, and school-community partnerships.
